Yes. The antibodies on them slowly break down over time. Those antibodies are what bind to your hormones; as they deteriorate, the tests can become less sensitive and less accurate. 
Their total shelf life is about 12 months from manufacture, but some of that time is used during production, testing, and shipping, so you typically have about 8–10 months of usable time.
